Note that Office2019 DO NOT support activate via simple copy/paste plist license file which is the simplest way to activate Office 2016.Fortunately, you can also use the VL Serializer tool, just install Office 2019 and Serializer, then run Serializer to activate.

Volume Serializer
Applies to: Office 2019 for Mac The Volume Serializer (VL) is used to activate Office 2019 for Mac as a volume licensed version. It's an approximately 4 mb package file that you run on a user's computer, either before or after you've installed Office. Download the Volume License (VL) Serializer from the VLSC. In order to activate office we were able to use a serializer.pkg from microsoft to license / activate Office for Mac 2016 and this.pkg has worked up until 16.16. Today, I noticed that updating to 16.17 via our normal method prompts the user to activate MS Office again and our serializer.pkg isn't working. Upgrade to Office 2019 for Mac: If you're a volume licensed customer, you can upgrade to Office 2019 for Mac without uninstalling Office 2016 for Mac. First, you need to download the 2019 version of the Volume License (VL) Serializer from the Volume Licensing Service Center (VLSC). Second, download the latest version of Office 2019 for Mac.
DO NOT RUN OFFICE APP AFTER INSTALLED, but just install Office 2019 for macOS
